The five Partners in association with the Forum of Cooperative Ventures have prepared a Liability Risk Management Guide and one copy of this document has been made available for every CV. The following clauses are a summary of the CVs responsibility in relation to the Guide but do not replace in any way the material contained in the Guide.

The Guide is principally directed to individual parishes, however certain controls and procedures also exist at the JRC level.
CV compliance with the annual reporting requirements is mandatory. Compliance will require CVs to maintain copies of the checklists and improvement plans for audit purposes. Audit of compliance procedures will form part of the five-year review of CVs undertaken by the JRC and Partners.
An “incident” is any occurrence that has the potential to result in exposure to legal liability of any kind as set out in the Guide. The important principle is that if there is any doubt, report the matter as soon as possible. Failure to promptly report all incidents can result in serious legal and financial prejudice and will be treated seriously.
Each CV is required to appoint a Compliance Officer who has the responsibility of ensuring that reports from the CV are completed and forwarded to the JRC. The Officer needs to have a working knowledge of the contents of the Guide and to have a copy of the Guide in his/her possession.
Each CV is required to complete and forward a Liability Risk Compliance Statement to the JRC. Statements are prepared annually and forwarded to the JRC at the same time statistical returns are completed each year.
