442 Property development

442.1 Introduction

Major property redevelopment to give new expression to the unity of the church in a local setting and to use the resources of the participating Partners wisely is a common challenge for Cooperative Ventures.

In re-expressing its ministry of place congregations sometimes run into planning and procedural difficulties, multiplied by the number of participating Partners involved.

The following principles and guidelines are emerging from collective experience and the varying policies of the Partners.

442.2 Partnership

Property developments are invariably an expression of the degree of partnership reached by the local parties in a venture.  Unilateral planning by one of the Partners is inappropriate.

442.3 Sensitivity

The basis of the partnership is the bringing together of varying denominational insights and resources for the benefit of all.  At the local level this places the property and resources at the disposal of the whole venture.  Planners should nevertheless work sensitively to find ways to express partnership so each of the Partners feels at home in whatever new developments take place.

442.4 Planning

While the church holding title to particular properties has a special role in coordinating the legal and church approvals required, all the Partners should be informed of a proposed development at the earliest possible stage, and their comments and/or advice sought.  What is being planned can be enriched by the various aesthetic and theological understandings of the Partners.

442.5 Liaison

When Cooperative Ventures are considering a major building project they shall advise the JRC which will request the regional courts of the Partners to appoint an appropriate number of skilled representatives to assist the parish in:

  • preparing an adequate brief for the architect
  • clarifying denominational procedures for the authorisation of plans and work
  • advising procedures and sources for obtaining capital, grants and loans.

These representatives are seconded to the committee for as long as necessary.

442.6 Liability Risk Management
